Preliminary Planning

OMB Circular A-76 requires Agencies to complete a preliminary review of a function to be studied, as well as to determine the baseline operating costs. To determine these costs, a clear functional definition and documentation of current staff must be completed. Preliminary planning may include market research in order to identify ways to group activities consistent with industry structures.

MAI is able to provide support in all areas of Preliminary Planning including:

  • Study Scope.  Identify the specific activities and FTE to be competed, to include current contracted activities (if any).
  • Grouping.  Identify and recommend the logical business unit for the study.
  • Workload Data and Systems.  Assess the availability of quantifiable outputs of activities or processes, agency or industry performance standards, and other similar data.
  • Baseline Cost Estimate.  Collect and identify current operating costs by preparing Baseline Cost Estimates using the A-76 mandated COMPARE software system.
  • Type of Competition.  Provide recommendations on the use of a Streamlined or Standard competition.
  • Schedule.  Develop preliminary competition schedules.
  • Roles and Responsibilities of Participants.  Define the roles and responsibilities for participants in the process.
  • Competition Officials.  Identify individuals who will serve as Competition Officials (e.g., Agency Tender Official).
