Phase-In Support

MAI provides Phase-In support to Agencies transitioning from the current organization to either the Most Efficient Organization (MEO) developed during the A-76 competition, or to a private-sector contractor. The Phase-In is the period of time after a competition and before the MEO or contractor assumes full responsibility for operations.

MAI is able to provide support in all areas of Phase-In including:

  • Phase-In Schedule. Identify and track major milestones to ensure a smooth and on-time transition.
  • Communication Plan. Determine key implementation messages and news, as well as recipients.
  • Update Documents. Provide updates to study documents including the Quality Control Plan and Quality Assurance Surveillance Plan (QASP) to reflect the performance decision. Assist in implementation of quality control and assurance procedures.
  • Recruitment. Assist agencies in tracking recruitment actions and staffing of the organization, to include updating position descriptions.
  • Standard Operating Procedures. Document standard operating procedures to be followed by the MEO, or update existing procedures to provide to a contractor.
  • Training Programs. Develop or revise training programs to be provided to new or incoming personnel.
  • Inventories. Coordinate, conduct, and document inventories of government-furnished equipment, facilities, and supplies.
  • Cost Tracking. Establish cost tracking procedures for post-competition accountability.
