Project Profile: U.S. Geological Survey's National Geospatial Technical Operations Center

The U.S. Geological Survey’s (USGS) National Geospatial Technical Operations Center (NGTOC) has two geospatial data centers in Rolla, Missouri and Denver, Colorado. NGTOC is a production, research, and data management resource for maps and digital cartographic data products. The NGTOC plays a large role supporting The National Map (which includes hydraulic, elevation, transportation, structure, and boundary data sets), Geospatial Data Standards, and graphics.

Although the Circular A-76 competition and planned consolidation of work to the Denver Federal Center was cancelled in the fall of 2006, USGS decided to continue with an organizational re-engineering. The USGS is continuing the process of transforming its geospatial technical operations using an alternative strategy that builds on recent process improvements and facility closures to achieve efficiencies and modernization of geospatial technical operations. Management has determined the functions and responsibilities to remain at each site based on program goals, strengths of each site, and what is both efficient and sensible. Using information and data collected from the PWS and Agency Tender documents, MAI and the Re-Engineering (Synthesis) Team developed a new organization to transition to by the year 2012. MAI provided analysis of workload, staffing, VERA/VSIP, and information technology, created new position descriptions and staff crosswalks, and prepared presentations for high level USGS officials.
