Project Profile: Forest Service Fleet Management Activities Feasibility Study
MAI conducted a Feasibility Study for the US Forest Service (USFS) to determine the practicality of conducting public-private competitions of Fleet Management Activities. The study was developed in accordance with the Office of Management and Budget (OMB) Circular A-76 and the USDA Chief Financial Officer Bulletin 2004-01. The study included over 1,500 positions located at more than 1,000 locations throughout the United States, including Alaska, Hawaii, and Puerto Rico.
MAI analyzed the Fleet Management Program and identified areas that could be improved through efficiencies in personnel staffing, organization, communication, technology application, and procedures. MAI developed a Baseline Cost Estimate (BCE), conducted market research, and developed a complete cost, benefit, and savings analysis for all recommendations, which included Business Process Reengineering (BPR) and general process improvements.
