Project Profile: Bureau of Land Management Preliminary Planning Support
MAI reviewed all FTEs performing local IT Security Management activities throughout the Bureau of Land Management (BLM) to determine the feasibility of conducting an A-76 Competitive Sourcing Study. The outcomes included identification of business units, alternative approaches to structuring a potential A-76 Study with the advantages and disadvantages of each, and a recommendation of the most advantageous study structure. MAI, with support from BLM, gathered input from both Government and Contract staff providing IT Security tasks.
MAI also conducted a limited job analysis (identified tasks and subtasks) and assessed workload availability and data sources. To develop a comprehensive listing of IT Security sub-functions and related tasks, MAI reviewed various IT Security-related documents, interviewed IT Security supervisors and managers, and conducted site visits. Based on the analysis, market research, and baseline costs, BLM elected to conduct a Streamlined Competition of the IT Security Manager functions at 11 BLM State Offices and three centers of expertise (the National Training Center, National IRM Center, and National Interagency Fire Center).
